School District Consolidation Process
Step 1: Requesting a study and creating a specific proposal(6 months-2 years):
Financial Feasibility Study
Unification Feasibility Study
Step 2: Moving a specific Unification Petition to the ballot. This can be approved through three different voting pathways.
The Boards of the areas affected by the District Consolidation ALL must approve it
A governmental entity could pass a resolution as a petition.
Santa Rosa City Council
Sonoma County Board of Education
Sonoma County Board of Supervisers
Possibly the Sonoma County Board of School District Organization(SCSDO)
A voter initiative of 25% of the voters in the affected area
Step 3: Passing a Measure. The vote would be placed on the ballot in the entire affected area. A simple 50% +1 majority is needed to pass.
Step 4: Merging the districts. Generally, the merger happens by the start of following fiscal/school year. All of the affected Boards are dissolved, and a new Board is elected that picks a new Superintendent.
